No exactly.  Xen is sort of a virtualization framework that guest OS's have
to be ported to, that is for now until CPU manufacturers start coming out
with CPUs that support virtualization.  So, Xen runs underneath the guest
(and host) OS, whereas coLinux sits on top of the host OS (ie. Windows) to
allow you to run a guest Linux instance.
