Try either kermit or minicom to talk directly to the modem to make sure it
is actually talking to the modem, i.e. type in AT and get an OK back. If
you can't get that far then there is something wrong at an even more basic
level, like ttyS4 isn't really the device or the cable became disconnected.

I would add to this to make sure that /dev/modem exists in your
/dev/directory. If it doesn't, create a symbolic link to whichever ttyS
port your modem is on in /dev. You might also try using wvdial to create
a separate dialup script and comparing the results you get from that to
those in the /etc/wvdial.conf file created by the GUI tool in fc3. I
find wvdial they often differ.
