Has anyone experience with Kodak cameras and Linux? Is there something special about how Kodak encodes their images?

Maybe I should rephrase the question to "Does anyone have any experience downloading photos from Kodak cameras?".

Or should I just switch my mom to Windows and be done with it.

That won't help either. I just tried reading the file in Windows. No go. Windows Picture and Fax Viewer gives only the very verbose and helpful message "No preview available".

Maybe Kodak is screwing around with the image format before putting it on the SD disk, with the goal of keeping the user hostage to their own software and services. But then I'm probably just being paranoid.

No you aren't. Kodak has, or has tried, to do this from their first digital photo products. You may well be running into some kind of proprietary file format.
