How hard is it to set up a virtual private network? My friend has cable internet, so if her pc is on, it is online (usually). I have dial up, so my IP is different each time.

A VPN is painless if routers on both ends can act as a VPN endpoints. That's what I use. I haven't played with software VPN's yet. I do know that one requirement for at least a router-based endpoint VPN is that both ends of the connection have static IP addresses.

Also, I setup fc3 on her pc, but I haven't gotten around to that yet on mine. I still have rh9. I have a few stages to go through before I can do the upgrade on mine.

You've gotta get away from RH9. For one thing, as far as I know, it's no longer supported in terms of errata updates from Redhat. In fact, neither are FC1 or FC2.
