The same way they do a T1, I presume. The T1 interface box I used to have was fully self-sufficent without any connection to my power.
In addition, those speeds look like the latest VDSL(?). There is no reason to have asymmetric upload and downdload otherwise. What that means is that they are doing a hybrid system-Fiber to a small DSLAM-like box on the outside of your house and probably VDSL from that.
