I switched to cari.net last June, and have been mostly happy
with them. They have dedicated server options, but the one
I've got is a 3.0-GB P4 with hyper threading, 1-GB of ram,
80-GB of disk, 1.2-TB/mo of bandwidth and three additional
IP's for $62.00 per month. Their admin web site is even
available in Spanish and Portuguese.
My one issue, as yet unresolved, is that the box won't reboot
by itself. I can issue a reboot command, but the process hangs
somewhere, requiring me to create a service ticket after which
they go down to the box and mash the reset button. They've been
responsive to my tickets, usually replying within a few minutes,
even in the middle of the night.

You can get a good 1U for well under $1000. Heck, buy a year-old
machine at auction, and you can probably get for less than $500.
Colocating a 1U shouldn't be more than $100 a month or so, as long as
your bandwidth isn't really excessive. Bandwidth is cheap, anyway...
1Mb/s is $300 per month or so. There's no reason in the world why a
number of folks couldn't go in together on such a box, as long as people
don't want root to do all sorts of crazy things or try to compute the
number of atoms in the Earth or something
