Write a shell script that visits "whatismyip.com" and gets the
information, compares it with what it got last time, and reschedules
itself to run again an hour later. When the IP address changes, save
it in a file somewhere and mail that file to wherever.
lynx -dump http://whatismyip.com | gawk '/Your/{print $NF}'
is a good starting point.
