Screw central governance. Let the US have root servers, as well as every other country. Then in the US .com could really go to .com.us. When in France it goes to .com.fr. It would be kind of like an area code. Don't need it when you are in the area. Those who travel a lot would add .us to the domain search string, so they wouldn't have to type it in everywhere they went. Then the only central authority would be the one that divvies out the country codes, and that could be done by just about anyone, even the UN, though I would prefer it to fall into hands of a body, who's prime directive isn't to avoid wars. Just doesn't seem to go together, then again neither does UNICEF.
