A few weeks ago I was at the USENIX conference and  met a Google employee who 
is working on the Google Wifi project. I  wondered why Google is signing 
agreements with cities to deploy the  network. He told me that Google does not 
wish to pay businesses a fee.  This to me seems a little strange since Google 
has purchased a lot of  dark fiber.  It would seem as though Google could give 
them some  bandwidth.
