I think I'll use one of our cellular modems, put it in my car, and set
up a backend server at home for a complete Internet, e-mail, mapping,
and tracking solution. I could have Internet access anywhere there's a
cell connection.

Better read that AUP first. From what I've read several places, the
wireless phone companies don't want you using your cell phone for
anything Internet unless it's squeezed through their portals and
partners. And apparently, that means next to nothing useful to anyone
but the phone company (i.e. income). Useful bandwidth is said to be
almost nonexistent.
Before trying new technology from major infrastructure providers for
which usage is paid on a per incident basis, I would look hard at the
fine print on the contract.
