In typical Windows fashion, you can buy this functionality. I did. I bought a little app called PDF995 (for $9.95) that gives that same Mac-like feature of printing to a PDF file. Actually, you dont' have to buy it, you can use it in "sponsored" mode for free, you just gotta look at an advert prior to seeing your newly created PDF. I paid the 10 spot to get rid of the ad.

On a Mac, you can save anything as a PDF through the standard print
dialog.  Windows is harder, but windows does come with several
postscript printer drivers, which you can have print to a file.  This
gets you half way there.
