That's Cisco for you. Only certain models mount flush. Unfortunately, 2970s are not in that category :(

managers mount flush.  So, cables coming out of the wire managers want
to pop out of the manager, or they're cocked over at an extreme angle,
kinking the cable.  Since I have to assume I'm not the only one in the
world who's ever rack-mounted a Cisco switch... WTF?  Is there some
different bracket for the switches I could/should get?  Is there some
kind of standoff to put between the managers and the rack (BlackBox says
no)?

You could always get some washers, small-gauge steel tubing, and long #10-32 or #10-24 screws (depending on what type of rack you have) and make your own standoffs. I've done that on a couple occasions and it works fine.
