I've used the Charles Web Debugging Proxy. Can be run on Mac, Windows,
and Linux. It's shareware. The website, a little weird with flowered

Thanks, that is what I was looking for.
At least it has the main features I am looking for. I wasn't, however,
explicitly looking for a product that puts up a splash screen whenever
you dismiss a dialog. That's just a bonus. :)
