The phone system was designed to sure a major attack
and or nuclear attack. This is one reason why if you
look at  the telco buidings there is little or no
windows on the buildings. AT&T spent $200 million on a
communications cable from  coast to coast (The Day
after World War Three pp277-279 by Edward Zuckerman) .
The cable is in a concrete reinforced tunnel that was
designed to withstand a 100 psi blast. The tunnel also
has manned stations with lead shielded blast doors. 
AT&T has most certainly used this tunnel for Sonet 
traffic.  So in a larger sense the internet was
designed to survive a nuclear attack.
