I see the above page has a link to a commercial product from

Prince is a another commercial product. It promises
  xml (or whatever?) + css -> pdf
converter, has highest css capabilities/credentials, and was used to
publish a book as a proof of concept.

There is a free-for demo/personal use version that would at least give
an idea of how well these things suit your purpose.
