Ahh Stewart beat me to the punch. The Mini is the least headache approach. Mac Mini's with Intel chips can be picked up new for $599, just head down to the Apple store or Fry's or CompUSA. They're quiet and already set up to output to HDTV via DVI, or S-Video to a standard def screen. You'll then probably want VLC (http:// www.videolan.org) for your playback since it comes embedded with most of the codecs you need, works in fullscreen mode, and can be called from the command line.

You could build out a barebones Shuttle or something else in MiniATX form (like an Antec Aria case), and then install Linux and deal with tweaking the nVidia/ATI drivers to output the correct resolution for your TV, but I bet you'll spend more time and $$.
