If you're running Thunderbird v1.5, you already have in-line spell checking built in (puts squiggles under misspelled words). Tools -> Options -> Composition -> Spelling -> Enable Spell As You Type.

That said, it wouldn't pick up ordinances because it's a valid word, just with the wrong meaning for your context. ;)

(Then again, I suppose that "pieces of legislation enacted by a municipal authority" have exploded quite spectacularly, at least metaphorically.)
