It is mandatory. Old udev may still run, but it probably isn't working right (and may not even know it). udev is a complicated little bastard to get running properly, so beware when you try and upgrade it. It's better, if you're not willing to risk making your system unbootable, that you wait for your OS vendor to ship an updated udev package. If you're running something like an old fedora core, attempt to get the srpm from a newer fedora and compile it for use with your fedora. i've had better luck with that (although i still had to end up haxxing spec files and such). Also, remember that once you upgrade udev, you won't be able to boot into older kernels (read: your failsafe kernel).
So, you really do jump head-first into the deep-end when you upgrade it...
