Yes, yes. At one time the earth was populated only with dumbasses. Everyone was an idiot, and no one knew anything. Then someone decided to come up with rules to help all the dumbasses understand each other. Webster's and others' dictionaries are compendiums of some of those rules.

While it's a two-way process, most of the time dictionaries define the rules, and not the masses.

There was never confusion about the rules before the rules existed, because...well...there were no rules.
