Yes. You probably have a PSU that can't sustain the laptop. IBM has come
out with many power supplies over the years that all look the same and
use the same power connector, but have a different wattage rating.
Ensure you have the proper adapter for your system!

Either that, or the battery or charging circuit is bad. :(


Simple test:  remove the battery from the laptop, plug in the AC power
supply, and see if the computer works.  My thinkpad passes this test.
