Not necessarily. Most devices can take +-15% change (sometimes even more) in voltage without a problem. Any well-designed device will buffer outside power (don't trust that your power supply will deliver the proper voltage). But yes, generally matching the specs exactly is the way to go. :)
Could be a bad powersupply though. If it charges fine elsewhere, the battery is almost certainly ok.
