This sounds like a obvious sign of code bloat to me.
Not one to defend MS but: Think again. How long does Gentoo take to
compile the whole distro from the ground up?

Not to defend anyone, but: Think again. What's the baseline here? OS vs.
OS? or Distro vs. distro?
Once Vista is compiled what am I left with? If it's a typical M$ OS,
just that: an OS plus IE, Outlook X, and a couple of applets. Once
Gentoo is compiled, I have not only the GNU/Linux OS, but probably at
least several hundred applications.
If we're comparing distro vs. distro, I think we'd have to include
compile time for M$ Office, plus probably a few other apps (Photoshop,
Nero, Acroread, etc.).
