A short bit of research later - it is Gentoo. I thought it was, but I was also thinking ports from FreeBSD. I wanted to be sure. The only benefit I can see portage having is that you get to compile it yourself. This is also the first step of why it is inferior. All the other reasons why it is inferior stem from that. I am happy to listen to *other* reasons why it is better.
