Apparently Brazil didn't want everyone downloading some racy video that kept being posted to YouTube so they blocked access to YouTube for entire country.
I suppose you could say it is good to protect young eyes on the Web. OTOH, I'm concerned/surprised that it is so easy for a country to block access to a URL for entire country.
