It is only that easy when the whole country goes through one ISP. It would be much harder in the US. Brazil has had a lot of legal weirdness lately. They recently arrested a couple of American pilots involved in a mid-air collision in their country. It sure looks like the fault of the Brazilian controllers to me but conveniently for them they are unavailable and so is the radar data and radio recordings.
