I was perusing the Fedora Extras repositories for something and came across a collection of great add-ons for yum. Some of them are:

yum-versionlock Prevents yum from updating a designated package

yum-protectbase Allows yum to only use a specified repository for a designated package even if available from somewhere else. I like this one to prevent conflicts between say rpm.livna.org and freshrpms.net

yum-fastestmirror Tests the download mirrors for fastest speed instead of the first available

yun-utils Contains Reposync (among other things), which is used to synchronize a remote yum repository to a local directory using yum to retrieve the packages. This way you can build your own repository on one machine for use by all your machines instead of having all of them hit the 'net.

With all these add-ons for yum I'm not sure what else is left that apt-get and dpgk do that yum and rpm don't.
