Do you suppose there might be any value in trying text mode gpm to see
if that works, writes error to syslog, or gives some other clue?

My gpm startup command is
  gpm -m /dv/input/mice -t exps2

It's something to try. Where is the gpm startup likely to be hiding?

My xorg.conf has
   ..
   Driver "mouse"
   Option "Protocol" "IMPS/2"
   Option "Device" "/dev/input/mice"
   ..
like yours, I guess.

Do you suppose that the exact upper/lower caseness of "IMPS/2"
matters? Debian Sarge on the Alpha, it is "ImPS/2". Fedora Core 3
on an i386 box it is "IMPS/2".

I won't have a chance to see this hands and eyes on until some time
next week, but will keep trying. The Alpha is working perfectly fine
as a remote machine with ssh access.
