Actually, Europe has found a *really* good solution to rubberneckers.

They put up a giant screen around it so that you can't see anything. It almost completely eliminates the problem.

I saw these when I was over there and though they were the greatest idea ever. They used them in construction zone as well to great effect.

I often thought one of the best things they could do with the Interstates (in CA especially) is plant the medians with tall dividers (bushes, tree, whatever). For some reason, whenever anything happens over there on that side, everyone on this side needs to slow down and check it out. Night driving as well seems to go a lot smoother without approaching traffic. On those freeways without a median, a simple wall divider would serve the same purpose.

No doubt some traffic engineer has done studies on why this is so dangerous as to produce a 10-fold increase in accidents.
