I know someone that does exactly that. The system time is UTC, and each
person can individually set their own TZ. I immediately saw the wisdom
in that, but I don't see my shop changing anytime soon.



Doesn't everybody who runs a Unix-like computer do that already?  The
problem is that people would like to see time in their own timezone,
and the rules for converting from UTC to local time are, one might
say, time-dependent and subject to the whims of lawmakers.
