that = set the system (OS) timezone to UTC Because you may have data centers flung out in far reaches of the world. You may have admin teams in vastly different geographical regions. The system was designed so that each user could set their own timezone to reflect what worked best for them (presumably, the timezone that they themselves are in). It might not be what you would do, but I find that it makes a whole lot of sense.
