This has confused people who selected America/Tijuana for timezone
rather than America/Los_Angeles. Tijuana is closer to SD but has
different DST rules.

The reason (not even a year ago) I chose *not* America/Tijuana was
because in the back of my mind I said "Yeah, *now* we have the same time
zone rules, but who knows what can happen to that?!" I had no idea it
could happen so soon.
