Sort of ... they sell licenses for commercial usage.
You get the source and they encourage you to use it.
Not sure exactly what the distro rights are.

They also have special deals for academics and
let Open Source projects use it for free.

I do not mind paying a reasonable price for software
that works and is supported. They seem to be trying
to find a happy medium that will enable them to build
a viable business which in turn can make for more reliable
support.

At least that is the theory.
