Personally, given the option, I'd go for the faster drive, as it'll have better performance. Having used a notebook essentially identical to mine, save a 4200rpm HD v. my 5400rpm HD, the slower drive actually made the whole computer feel a little sluggish.
The performance boost from the jump from 5400 to 7200rpm is equally noticeable, especially on a system that, when used as designed (i.e., not plugged into AC power), runs at some fraction of it's maximum speed anyway.
Modern notebook drives tend to be very quiet, anyway.The faster drive will use some more power and generate some more heat, but it's a trade-off I easily justify to myself.
