An earlier comment mentioned licensed vs unlicensed spectrum: you can't 'blast wimax' for the same reason you can't run your own cellular base station or start broadcasting on VHF 11: you aren't the licensee for that chunk of the airwaves, and the people who are (Verizon or KPBS) will come to talk to you (likely with an FCC rep) if you try to do something like this.
