In the general sequence of things, the cable modem has to learn the
router's MAC (hardware) address.  So power up the router, then the
cable modem.  The router learns the PC's MAC address and hands out an
IP address by DHCP, if necessary.  PC after router.

If you have cable service from RoadRunner like I do, you can look at
the modem status at IP address 192.168.100.1.  There is some
interesting info there, you can read the sequence of things that the
cable modem does as it comes to life.  You can also reboot the cable
modem from its status page without having to pull its power plug.
