I know what a CLI is.  I just didn't what what it possessed, as the
sentence was apparently truncated. (It looked like you forgot to go
back and finish up a sentence.)

A CLI's world-view? Configurability? Piping?

There's no reason why a five-nines system can't be implemented with a CLI.
