Okay, I'm going to give you the benefit of the doubt and assume that
this is mandated by some governmental agency rather than pure corporate
stupidity.
There is no one local who can provide this.
The only cities with enough concentration of people who would need to
abide this are San Francisco/Bay Area and New York.
Prepare to pay.
