unloading the driver tends to leave the device in a "more consistent" state than leaving the driver loaded, for devices that get wonky after a suspend event.

I think this has more to do with the driver not tolerating unknown/ unexpected hardware states or simply not being suspend/wake aware, than the particular hardware device itself. I could be completely wrong, however.
