googling on
  ubuntu QtOpenGL
returns hits that include qt4, and one that leads to
  package "python-qt4-gl" in ubuntu gutsy at
  https://launchpad.net/ubuntu/gutsy/+package/python-qt4-gl

have you seen/chased those?
Maybe you need the devel version of Ubuntu?
  (gutsy 7.10 due out next month)
