I'm guessing it is a poorly made monitor. I have not had angle or brightness problems with any of the LCD's I have owned.
I am currently using a 19" Dell of some sort. I can't find an exact model number on it. But I have to go past 45 degrees horizontally or vertically before I see major changes in the appearance. I never notice it during normal working activities.
I think we would all have to get together and compare notes in person to be sure as this can be very subjective. I love my LCD's and I am glad to be rid of the tubes.
