I usually try to explain it to my developers by saying that directories do
not exist in Perforce. A path/branch exists by the virtue of something
being in it (a file.) So directories can't have branches, but files can.
What version-control system *does* version directories?
Git *only* versions the entire tree, but I'm not sure that's what you're
asking. It won't track empty directories, but a given revision always
refers to the exact contents of an entire directory tree. It currently
doesn't even have the concept of checking out part of a tree, but people
are looking into how that might work.
