SQLite may have done a good job but what about Qmail? We're back to having to read every public domain "license" to make sure it is ok. That is no

What about Qmail? DJB released any and all licensing on it and released it to the Public Domain just last year.

There is no public domain "license". It's just "public domain", as in "here, take it." You know, like the air.

The closest thing I can think of is the WTFPL (Do What The Fuck You Want To Public License, http://en.wikipedia.org/wiki/WTFPL).
