Simply declare Universal Free WiFi as a right. Then
pass a few laws. Let the US lead in this as we once
two centuries ago did in Universal Free Schooling
for all children.

Not nearly as radical an idea as free Schooling.

Since there is no free lunch now all we must do
is find out wh pays for this Universal Good.
