Right. Except that some of those people who are taking the test for the
second time would be keeping their kids out of school were it not for the
certification.

I'm quite certain that most people on this list could easily teach an
average elementary school kid.
But certification isn't designed for people on this list. It's designed to
keep people who really have no business educating children from depriving
their children of decent schooling.

Is it a "one size fits all" solution? Probably, yes, but government tends
to be a hammer not a scalpel.
