The phrase, blind leading the blind comes to mind with regard to the school board and the City council. Worse yet, the blind leading the sighted with regard to the council and those knowledeable about the numerous advantages of the XO versus virtually any other option in this category. The main objection, seemed to be based on bureaucratic procedure, rather than on the merits of the product versus student needs. Bureaucrats will be the ruin of us all.
