What it sounds like is that you might get away with knowing when this minimum size is hit so that you quickly know that paging down is not going to match your visual cue of scroller size to space left. Something as simple as a scroller color change or changing the style might work if it can be found where this all occurs. I don't often run across this but still find there to be an advantage in some indication of the misrepresentation occurring.
