At first, I started noticing in Firefox that the scrollbar hits a

What it sounds like is that you might get away with knowing when this
minimum size is hit so that you quickly know that paging down is not
going to match your visual cue of scroller size to space left. Something
as simple as a scroller color change or changing the style might work
if it can be found where this all occurs.
I don't often run across this but still find there to be an advantage in
some indication of the misrepresentation occurring.

I'm thinking about submitting this as a bug. But do I submit it to
Gnome? Fedora? X? I don't have a clue where the bug belongs. Maybe
I'll logoff and come back in on KDE. That may still not tell me where
to put the bug report, but it may or may not eliminate Gnome.
Oh, wait, how is it that one can log into another GUI session on a
different console?
