I haven't run across anything that scratches that itch -- seems like
there ought to be a wish-list place to publish such things.

I have copied whole bookmark files (and other settings/preferences/..)
on migrating OS versions, or creating secondary computers.

I see some freshmeat hits on bookmarks, and one of them offers
import/export -- maybe there's some possibilities there.
