Actually, it was M$ that limited the growth of OS/2. M$ told IBM that if they pushed (actively marketed) OS/2, then they would rescind IBM's Windows 95 licensing. IBM did not want to lose that market, so they backed off on their marketing. (Ref. the DoJ M$ Antitrust case and IBM's testimony).
