Suppose you never turned off your laptop but always suspended it.

Is anacron smart enough to handle this? Isn't anacron just designed
to handle power cycling?

Anacron is just a program that gets run on boot, and hopefully once a day
by the regular cron script. There isn't any particular reason you can't
run it on resume, although many people find a flurry of activity on waking
to be annoying.

There really isn't much to anacron.
